Sullivan helps determine whether an artifact can be understood outside the live build context without changing its authority, source meaning, or maturity state.

An orientation seat, not a public-facing rewrite seat by default. Makes source chain, gate status, and reader state legible while preventing external assumptions from overriding internal DDL context.

Not yet wired. Lands when the review corpus (CR-* dispatches and responses) is queryable by participant — every review this identity authored or received, with dispositions preserved.
